Description	The chapter presents concepts underlying qualitative comparative research into implementation of the European standards and guidelines for quality assurance at higher education institutions (ESG). The concepts contain realisation of goals in complex multi-level policy settings, the implementation staircase (as a synthesis of top-down and bottom-up approaches) along with policy instrumentation (policy instruments). At the same time, the concepts of a driver and a barrier are clarified and operationalised.
