| - CHKO Bílé Karpaty je typická oblast s rozlehlými plochami travních porostů tak jako v dalších zemích Střední a Východní Evropy. Zachování výjimečné přírodní a krajinné hodnoty zde vyžaduje pokračování tradičního hospodaření na půdě. Zemědělská politika předvstupního období rozeznala potřebu finanční podpory jako prostředku k zachování těchto hodnot. Dosažení cílů politiky však překážela řada faktorů včetně: nedostatku harmonizace politik, nepřesné návrhy opatření, nejistoty ohledně vlastnických práv k půdě a nedostatečné zapojení místního obyvatelstva do tohoto problému, včetně farmářů. Požadavky EU v předvstupním období představovalo množství výzev pro tvorbu zemědělské politiky, administraci a monitoring. Na druhou stranu se předpokládalo, že příprava na vstup bude představovat příležitost k větší participaci místních aktérů a zlepšení spolupráce mezi státními institucemi při přípravě politiky. (cs)
- The White Carpathians Protected Landscape Area typifies large areas of grassland in the Central and East European countries which, to maintain their exceptional nature conservation and landscape value, rely on the continuing of traditional farming practice. Current domestic policies (before EU accession) in the Czech Republic recognise the need for an incentive-based approach. However, achievement of policy goals is hampered by a number of factors including lack of harmonisation between policy instruments, faulty policy design, uncertainty over property rights to farmland and a lack of engagement with local communities, including farmers. The requirements of European Union accession raise severe challenges to policy development, administration and monitoring. However, it is argued that it will also present an opportunity for greater participation by local actors and for increasing the level of co-operation between governmental institutions in policy development.
