Description	The Flood Directive (Directive of the European Parliament and of the Council on the assessment and management of flood risks) has been ratified last year. According to this document all Members States shall: - undertake a preliminary flood risk assessment, - prepare flood hazard maps and flood risk maps, - establish flood risk management plans An implementation of this document to the national system of law represents complicated process of precise definitions of concepts and responsibilities for particular subject, state administration and municipalities. (en) Povodňová směrnice Evropského parlamentu (FD), sválená v roce 2007, ukládá členským státům předběžné vyhodnocení povodňových rizik, tvorbu map povodňového nebezpečí a povodňových rizik a vytvoření plánů zvládání povodní. Implementace uvedeného dokumentu do národního právního prostředí představuje složitý proces přesného definování pojmů, odpovědnosti jednotlivých odborných subjektů, složek státní správy a samosprávy. V ČR byly již dříve vyvíjeny a testovány nástroje pro stanovování míry rizik, která vyplývají z povodňového nebezpečí. Současně byly navrženy postupy kvantifikace potenciálních škod a přístupy pro hodnocení návrhů ochranných opatření (cost benefit). (cs)
