Description	Constitutional judiciary is an institution ensuring the effectiveness of the rule of law par excellence. It is because of the constitutional judiciary that a constitutional state is described not only as a country with a constitution, but as a state with a constitution, which is legally enforced. In this text, we concentrate on one particular aspect of the activities of the Czech Constitutional Court in development of the rule of law as a concept limiting the legislature - not the limits of the content of laws, but limits of the ways in which laws are created.
