| - Prezentace nabízí diskuzi možných ekonomických a administrativních nástrojů k regulaci emisí skleníkových plynů z dopravy. Nejprve popisujeme teoretický rámec regulace skleníkových plynů z pohledu ekonomie a politické ekonomie. Dále diskutujeme hlouběji dva hlavní přístupy k regulaci – kvantitativně orientované nástroje (např. emisní povolenky) a cenově orientované nástroje (např. daně) a jejich efektivnost v odvětví dopravy. Nakonec shrnujeme specifickou politiku a legislativní uspořádání regulace skleníkových plynů na úrovni EU, včetně současné politické diskuze (možné budoucí realizace). Jmenovitě se zabýváme aktuálním vývojem a diskuzemi ke zdanění osobních automobilů, nepřímému zdanění minerálních olejů, rozšíření systému emisního obchodování EU a informovanosti spotřebitele. (cs)
- The presentation offers a discussion on possible economic and administrative tools to regulate GHG emissions from transport. First we describe theoretical framework of GHGs regulation from the point of view of economics and political economy. Second we discuss in a more detail two main regulation approaches – quantity-based tools (e.g. emissions permits) and price-based tools (e.g. taxes) and their efficiency in the transport sector. Finally we summarize particular policy and legislative arrangements of GHGs regulation at the EU level including the present political discussion (possible future implementations). Namely, we address current development and discussions in passenger car taxation, excise duties on mineral oils, extension of EU emission trading system and consumer information.
