Description	The parliamentary structure in the CR (with the Chamber of Deputies being dominant) combined with electoral system factors leads to instability and inefficiency of governments. This is reflected in the low average times that governments remain in power (since 1996, 1 year and 7 months) and in legislative problems, as the government cannot effectively promote proposals. At the same time, modern governance is carried out primarily through legislative activities, thus severely limiting the government’s ability to act.The project focuses on 4 influential aspects in this area: the relations between the government and Parliament, including the dissolution of the Chamber of Deputies; the legislative process and the manner in which the parliamentary chambers act; the levels of rigidity that exist within the constitutional order and ‘organic laws’; and lastly, issues associated with the electoral system in place for the Chamber of Deputies. The Czech solution is compared with other variations used elsewhere in order to formulate ways in which the domestic legal order can be modified. (en) Nastavení parlamentní formy vlády v České republice, ve které zaujímá dominantní postavení Poslanecká sněmovna, způsobuje v kombinaci s parametryvolebního systému nestabilitu a neakceschopnost vlád. Ta se projevuje jaknízkou průměrnou délkou trvání vlád (od roku 1996 průměrně 1 rok a 7 měsíců),ale také závažnými problémy v legislativním procesu, kdy vláda neníschopna účinně prosazovat své návrhy. Moderní vládnutí se přitom odehrávápředevším prostřednictvím zákonodárné činnosti, což pro vládu znamená výraznéomezení akceschopnosti.Projekt se věnuje čtyřem základním okruhům, které mají na tuto oblast zásadní vliv: vztahu vlády a Parlamentu včetně problematiky rozpouštění Poslanecké sněmovny, legislativnímu procesu a způsobu jednání komor Parlamentu, stupni rigidity ústavního pořádku a tzv. „organickým zákonům“ a konečně otázkám volebníhosystému do Poslanecké sněmovny. Česká řešení srovnává se zahraničnímivariantami a na jejich základě formuluje návrhy na změny tuzemské právníúpravy.
